Magic can do something very important for the creation of cyborgs. It can keep the subject alive during implantation, dull pain, and enchant metal so that it can fuse with flesh and bone. This is why you don't see cyborgs in non-magical cultures until their technology has become exceptionally advanced. The magical energies harnessed by the cybernetics are changed and no longer compatible with Mana used to fuel spells. Instead this energy is called Power and can be used to fuel cybernetic effects. A cyborg can have Mana and Power but the two remain incompatible.
